衝撃レポート:「トモダチ作戦」に参加した米空母ロナルド・レーガンが深刻に被曝していたことを米海軍は知っていた(※PCモード推奨)

はじめに


米原子力空母 #ロナルド・レーガンの乗組員らの高線量被曝に関するGlobal Research研のこの2014年2月付の記事の元となったのは、同月電子政治科学ジャーナル紙Japan Focusに掲載された1つの論文だった。


JapanFocus論文は、主に米情報公開法(FOIA)に基づく米政府の公式資料をベースに構成されており、そこに記載された米海軍の通信記録から、米エネルギー省のポネマン副長官が自らが日本政府や東電の情報を疑い独自に情報収集していたことがうががえる。 http://t.co/B8D9Y8ztF7


この「通信記録」というのは、実は、米原子力規制委員会NRCの2011年3月13日付けの電話会議録の抜粋である。つまり、この時点で米国政府は、日本側の情報を信頼せずに独自に軍を使って情報収集を行っていた。テレ朝『ザ・スクープ』が報じた通りである。 http://t.co/LGZIwY0DDz


今回の2014年2月付のJapanFocus論文の発見は周回遅れだったが、これまで断片的にメディアで報じられたり専門家の分析で語られていたことが、ほぼ事実に間違いないことが確認された。現在、放射線疾患を発病した米兵らが東電を相手取り集団訴訟を起こしている背景が初めて明らかになったといえるだろう。


今回の事実の発覚で明らかになったのは、福島原発でメルトダウンと爆発が起きていた時、その周辺には4Svというとてつもなく高い線量の放射線が放出されており、その場にいた人間は全て高線量被曝したという事実だ。これは米軍だけではなく、自衛隊も、原発作業者も例外ではない。


事故後の中途半端な反省から生まれた原子力規制体制下にある今こそ、「福島の真実」を求め、事実の洗い直しが必要である。このレポートがその一助となることを願い全訳掲載する。

衝撃的なレポートである。米海軍原子力空母『ロナルド・レーガン』の乗組員らが、約3年前、福島原発事故によるメルトダウンと爆発の前後に深刻な被曝をしていたというのである。 
もしこれが事実なら、乗組員らが東京電力を相手取って起こした 10億ドルに及ぶ巨額訴訟 の背景に新たな光を照らすものとなる。乗組員の多くはすでに、深刻な健康被害を被っているが 、東電と海軍の妨害工作を受けているからだ。
『ロナルド・レーガン』は2011年3月11日に発生した震災と津波の被災者救援のため数隻の艦艇とともに、『オペレーション・トモダチ』に参加していた。現場の証拠写真や個人証言から、同艦は2011年3月12日の時点で、福島第一原発から 約3.2キロ以内の沖合に展開していたことが確認された。丁度、原子炉がメルトダウンし爆発が始まっていた頃である。
吹雪の中、甲板の乗組員らは、金属的な味覚を伴う暖かい雲(プルーム)に覆われた。乗組員らの証言によると、船内アナウンスにより、5,500人の全乗組員に対して、脱塩処理された海水の摂取及び入浴が禁じられた訳注1: 巨大な軍艦では逆浸透膜濾過装置などで海水を淡水化して利用している)。巨大空母はその後、人道支援活動を直ちに中断し、さらに約160キロ外洋に移動した。新たに公開された海軍内の通信記録によると、この時艦艇は依然として高濃度の放射性降下物により被曝していた。
『ロナルド・レーガン』及び他の艦艇の乗組員らの多くは現在、太平洋やネバダ砂漠での原爆実験やスリーマイル島、チェルノブイリで風下に立った人々が経験したものを思い起こさせる多くの症例を訴えている。広島に原爆を投下した操縦士や、さらにはスリーマイル島の風下に位置するペンシルバニア中部の住民も、これに似た感覚(金属的な味覚)を 経験 したと証言している。原爆実験の対象となった南太平洋の環礁一帯は、60年が経った今も人の住めない場所となっている。
連邦集団訴訟を起こした81名の原告の中には、作戦着任前から妊娠していた者もいた。その女性の赤ん坊"ベイビーA.G."は10月に複数の遺伝子異常を持って生まれた。
東電や海軍は公式には、被曝線量は安全なレベルであったとしている。
しかし東京で活動するアメリカ人学者が入手した米海軍の通信記録は、海軍高官らは『ロナルド・レーガン』が深刻に被曝しているた事を把握していたという衝撃の事実を裏付けた。Japan Focus誌に掲載された論文 「Mobilizing Nuclear Bias(邦題「核に纏わる疑念を動員」)」で著者のカイル・クリーブランド(Kyle Cleveland)氏は、福島が深刻な事態に陥っていく中で日米両政府の間で行われたやりとりの様子を克明に描き出した。
この中でCunningham氏訳注2:唐突な登場だが論文著者のKyle Clevelandのことだと思われる)は、米情報公開法に基づき得た海軍高官同士の通信記録から、160キロ離れた沖合にいても、『ロナルド・レーガン』の被曝線量は 「通常、海上で検出される自然放射線に比較してもその30倍であったことが読み取れる」としている。
空母船内については、②「船内の警戒モニターは全て同じ数値を示し、船外については 「携帯測定器を持って甲板のフライトデッキで計測した時も同じ数値が得られた」 という通信記録が残されている。
放射性降下物の深い痕跡は、救援ミッションから帰還するヘリ部隊にも明らかに残されていた。Japan Focusの論文では、1人の匿名の米政府関係の専門家がこう述べたと書かれている。
③「100メートル離れた場所で(ヘリからは)毎時4Svが計測された。これは天文学的な数値である。私のような習熟した人間にとってこの数値が意味することは、炉心の水は既に蒸発していてメルトダウンがいま起きており、放射能の流出を防ぐ手立てが一切なくなっているということである。即ちこれは純然な、剥き出しの数値なのである」 ―2012年9月17日に行われた極秘通信内容より(訳注3:この値は2011年3月16日時点で、福島第一原発から100メートルの距離を偵察飛行中のヘリが計測したものである。)
③At 100 meters away it (the helicopter) was reading 4 sieverts per hour. That is an astronomical number and it told me, what that number means to me, a trained person, is there is no water on the reactor cores and they are just melting down, there is nothing containing the release of radioactivity. It is an unmitigated, unshielded number. (Confidential communication, September 17, 2012).11

In transcribed telephone conversations between U.S. based federal government officials, nuclear authorities, U.S. embassy officials in Tokyo and military staff in the Pacific Command (PACOM) made available through the Freedom of Information Act (FOIA), the U.S. government response to the nuclear crisis can be seen in real-time as it played out over the course of the first month of the crisis:
ADMIRAL DONALD: (...) Earlier this evening, as the USS Ronald Reagan was operating off the coast of Japan, we - the ship just arrived. We had given the ship some guidance as far as positioning was concerned to stay clear of the area of the potential plume, basically told her to stay 50 miles outside of the radius of the -- 100 miles -- excuse me -- 50 miles radius outside of the plant and then 100 miles along the plume with a vector of 45 degrees. The ship was adhering to that requirement and detected some activity about two and a half times above normal airborne activity using on-board sensors on the aircraft carriers. So that indicated that they had found the plume and it was probably more significant than what we had originally thought. The second thing that has happened is we have had some helicopters conducting operations from the aircraft carrier and one of the helicopters came back from having stopped on board the Japanese command ship in the area, and people who had been on -- were on the helicopter who had walked on the deck of the ship, were monitored and had elevated counts on their feet, 2500 counts per minute. But I wanted to get you guys on the line and my expert on the line so we can get the data and then the proper people notified.
MR. PONEMAN: Okay, I have a couple of questions. Number one, in terms of the level of radiation that you are picking up, what's the delta between that and any information we have from the Japanese or other sources of what the level of radiation would be, given the venting and so forth that we know has occurred?
MR. MUELLER: So -- this is Mueller -- the sample that was taken and then what we detected, we were 100 nautical miles away and it's -- in our terms it's -- ①compared to just normal background it's about 30 times what you would detect just on a normal air sample out at sea. And so we thought -- we thought based on what we had heard on the reactors that we wouldn't detect that level even at 25 miles. So it's much greater than what we had thought. We didn't think we would detect anything at 100 miles.
MR.. PONEMAN: You didn't think you'd detect anything at 100 miles. Okay, and then in terms of the regulations and so forth of people operating in these kinds of areas, I forget some you know, acronym for it, PAG (Protective Action Guidelines) or something, how do the levels detected compare with what is permissible?
MR. MUELLER: If it were a member of the general public, it would take -- well, it would take about 10 hours to reach a limit, a PAG limit.
MUELLER: Right. For a member of the public.
PONEMAN: Right. You mean, at the level you detected?
MR. MUELLER: Yes sir. ④But 10 hours, it's a thyroid dose issue.
MR. PONEMAN: Okay, but the net of all this is that the amount of release that is detected by these two episodes whatever you would call them, is significantly higher than anything you would have expected what you have been reading from all sources?
MR. MUELLER: Yes sir. The number specific number we detected was 2.5 the times 10 to the 88 minus nine microcuries per milliliter, airborne, and that's particulate airborne. It is -- we did not take radioiodide samples so I don't know that value, but this is particulate airborne...
MR. PONEMAN: Tell me again exactly how you picked up these two forms of samples.
MR. MUELLER: We have automatic detectors in the plant that picked up -- picked up the airborne, ②and all of our continuous monitors alarmed at the same level, at this value. And then we took portable air samples on the flight desk and got the same value.
ADMIRAL DONALD: These are normally running continuous detectors, continuous monitors that run in the engine room all the time, monitoring our equipment.
MR. PONEMAN: These are detectors on the Reagan?
ADMIRAL DONALD: On the Ronald Reagan, correct.
MR. MUELLER: Yes sir.
MR. PONEMAN: On the Ronald Reagan. They are there because you have got equipment there that you know, it could emit stuff and while you were there, you picked up stuff that was ambient which indicated that you actually were in the plume?
MR. MUELLER: That's correct.
MR. PONEMAN: And this was -- this was 30 times higher than what you would have expected?
MR. MUELLER: Yes sir.

43億ドルの巨費を投じて建造されたこの巨大空母はいまサンディエゴに帰港しているが、評論家はそもそも帰港してよいのかどうかすら疑問だとしている。1946年から1963年の間に行われた太平洋での原爆実験で被曝した米艦艇を除染する作業は殆ど無意味だったことが現代では判っている。数百名にも及ぶ乗組員が高線量の放射線に被曝し、幾つかの艦艇は自沈させるほかなかった
福島原発事故現場での放射能汚染水の漏れ出し も、悪化の一途を辿っている。 これまで否定し続けてきた東電も、最近になってようやく、一部の放射能漏れを 500%以上の割合で"甘く推定していた"と認めている。また最新の報道によれば、福島のシグネチャであるセシウム137を含む放射性物質が米西海岸で検出されている。
放射能汚染水問題や、使用済み核燃料棒の撤去作業、消失した3つの炉心の捜索、現場における組織犯罪の暗躍など。福島を巡る世界の心配ごとは増える一方である。また情報の流れは、安倍政権が、 福島で何が実際に起きているかを公表すると重罪に課せられる可能性を孕む「秘密保護法」を制定したことによりますます不透明となった。
しかし、もし最新の証拠が事実であるならば、海軍は『ロナルド・レーガン』が高濃度の放射線下降物に激しく曝されていたことを把握しており、これまで仮説でしかなかったことがより鮮明に悪意を孕む事実であったことを意味する。
ショックを受けた乗組員らは海軍で訴訟を起こすこともできず、東電に対する訴訟も数々の国際法上の課題に直面する。
ただし一つだけ、確実なことがある。それは、国際社会はおよそ福島の全貌とはかけはなれた事実しか知らされていないということだ。

『国境なき記者団(Reporters sans frontières / Reporters Without Borders / RSF)』は、日本の衆院で昨日26日、情報の自由に対する未曾有の脅威となり得る「特定秘密保護法案」が可決されたことに対する遺憾の意を表明し、安倍晋三首相の政府に対し、当該法案の撤回を求める。
「あらゆる都合の悪い情報を“国家秘密”に指定することのできる法を制定するようでは、どのようにして、福島原発事故の影響から怒り心頭する国民の間で高まる、更なる透明性を求める声に応えられるというのか」、RSFはこう述べた。
「秘密指定された情報を、“極めて不当な手段”で入手及びこれを掲載したとして対象者に重い刑罰を課すことで、日本の国会は調査報道を非合法化し、情報源の秘匿と公益の実現という報道の根本原則を踏みにじっている。」
当該法案では、「秘密」と判断される情報はその後5年間「国家秘密」扱いとなり、この期間は無期限で延長できる。秘密扱いの情報を漏洩した政府職員や報道記者を含む内部告発者(公益通報者)は、公表の根拠として「公益に資する」ことを証明することもなく、最長で懲役10年に処せられる。
当該法案は、報道記者を明示的に対象としており、当局により、入手した秘密情報の入手手段の適正さが判断されることになる。
安倍首相は、中国との海上国境線の問題や、北朝鮮の核開発への野心等の「アジアの変化する安全保障環境」を当該法案正当化の理由として挙げている。
外国特派員協会(FCCJ)は11月始めに声明を発表し、当該法案の廃案化か、少なくとも報道の自由を守れるだけの大幅な修正を国会に求めた。
当該法案の衆院での可決は、国境なき記者団が記録する報道の自由に対する侵害行為が相次ぐ中、とりわけ2011年の東日本大震災に伴い発生した福島原子力発電所事故後に、フリーランスのジャーナリスト等に対するそれらの行為の影響が高まる中で行われた。 
福島原発事故後、その影響を報道する試みに対しては、政府に透明性の欠如を訴えようとしたジャーナリストが告訴されるなど、多くの妨害行為が行われてきた。
日本は、『2013年度国境なき記者団報道の自由度指標』(原典:2013 Reporters Without Borders press freedom index)において、179か国中53位という記録的な転落を喫した。これは、2012年度指標から実に31ポイントの降格である。

According to Kahoku Shimpo, as part of a cleanup process of the crippled Fukushima Daiichi Nuclear Power Plant, its operator Tokyo Electric Power Co. (TEPCO) has commenced its operation of removing the nuclear fuels from Reactor No. 4 this Monday. The removal of spent fuels from the crippled reactors "will mark the beginning of a new stage of the plant's decommissioning process that is estimated to take at least four decades," Miyagi Prefecture's local newspaper reported.

According to the report, the removal of the first fuel assembly started at 3:18 p.m. of the same day. The operators manipulated the "fuel handling machine" and lifted the 4.5-meter-long "fuel assembly", in a pace of one centimeter per second, and then transferred it onto a 5.5-meter cask--a steel-made transfer chamber that weighs 90 tons if willed to maximum capacity--in the the water. The operation was repeated for 40 minutes per unit, completing the loading of four units by 6:45 p.m. to end the operation for the day.




Kahoku reports that the task of loading the cask with 22 fuel assemblies is to be completed by Tuesday afternoon (November 19). The loaded cask itself will then be lifted by a large crane and transported to a common storage pool about 100 meters away.

The spent fuel pool or SPF still contains the remains of small debris from the blast that destroyed the main reactor building. The assemblies may contact these debris upon their removal. But according to Kahoku, TEPCO says, "We will put safety at the top while proceeding with our operations."

The SPF stores 1,533 units of fuel assemblies, of which 202 are new fuels that are relatively easy to remove. TEPCO plans to remove them first. The remaining 1,331 units that contain highly irradiated spent fuel will all be removed and transferred to the common storage pool by the end of 2014.

The SPF of Reactor 4 contains three units of damaged fuel assemblies that are deemed difficult to remove. TEPCO is considering to build a new transport chamber to address this problem.

At the time of the earthquake that crippled the plant two-and-a-half years ago, Reactor 4 was going through a regular inspection and all of its fuels within the reactor core were transferred to the neighboring spent fuel pool, thus managing to avoid core melt down. However, if the water in the SPF is depleted, a massive amount of highly irradiated substances could leak out. The international community has been imploring TEPCO to address the problem and secure a safe storage of the spent fuels.

The removal of the fuels from Reactors 1-3 is to commence after 2015, but the recent revelation of the fact that 70 out of 292 units of fuel assemblies stored in Reactor 1 are damaged is raising concerns of its impact to the entire removal schedule. (related story)

The excuse of "unexpected events" is no longer acceptable

As the operation of removing the spent fuel from Reactor 4 commences, TEPCO is seeing this as a rare opportunity to demonstrate that everything is proceeding as planned in the decommissioning process of the crippled Fukushima Daiichi Power Plant, as they have been under a strong criticism in the way it has dealt with problems like contaminated radioactive water leakage and 'unexpected' blackouts, having the tendency to "approach issues with an optimistic outlook." Hence, TEPCO has placed the removal operation as one of its chief goals for the time being.

One of the major concerns over the removal operation is the possibility that the fuel cask may fall. If it falls from five stories above the reactor building, it could damage the fuel assemblies. If the cast breaks, a highly irradiated substances may be dispersed into the air, causing a severe problem.

TEPCO claims that they have prepared for everything that they can expect. They say they have prepared not only for the falling of the cask but for each cases, for example on emergency cooling of the SPF, leakage of the water in the SPF, earthquakes, fires, and even accidents caused by the transport trailers. So they have prepared a case-by-base scenario, but what if they happen simultaneously all at once in multiple instances? TEPCO assumes, "Such a thing will never happen."

In normal operation, the cranes transferring the fuel assemblies operate automatically. However, in this operation, it is done manually by the operator. The operator will wear a full-sized mask that may narrow the field of vision. There is no guarantee that there will be no human error caused due to difference in the operational environment.

The disaster that crippled the site two years and eight months ago occurred in multitude of instances. TEPCO must be vigilant on their plans that extend to the end of next year to ensure that their plans are fool-proof. We can no longer afford to accept the excuses of "unexpected events" any more.

[東京 14日 ロイター]18日から、1年間に及ぶ慎重かつ危険な取り出し作業が始まる福島第1原発の原子炉の使用済燃料集合体のうち3体が、東日本大震災で発生した地震や津波以前に破損していたことが14日、分かった。この破損した3体の燃料集合体について東京電力は、1500体の取り出し用に設計された通常の大型輸送容器では原子炉4号基から取り出し不能であることを表明した。(※補足:現在の燃料貯蔵量

東電2010年4月のプレスリリースで、同原子炉建屋内の核燃料プールに補完された2体の使用済燃料集合体が、「線状の異物」の混入により取り出し不能になっていたことを公表。また同社永井義一広報担当が14日本紙に語ったところによると、2体の集合体内の一部の燃料棒にピンポール級の亀裂があり、低線量の放射性ガスが漏えいしている

破損燃料の存在は、東電がまさに4号基から全ての使用済燃料を取り出す廃炉作業に取りかかろうとしていた矢先、13日に現地福島の新聞が[県廃炉安全監視協議会の現地調査の結果として]明らかにしていた。

東電の吉田真由美広報担当は14日、本紙のメールでの問合せに対しこう回答した。スチール製の大型輸送容器(“キャスク”)は破損した原子炉建屋の高層部分から施設内の安全な保管場所へと燃料集合体を移動する際に使用される。同社の吉田広報担当はこう続けた。

東電は数日後、400トンもの危険な使用済燃料を取り出すという、多大な危険を伴う極めて慎重かつ前例のない作業を開始する。破損した燃料集合体の存在は、作業を更に困難なものにし、12か月で燃料取り出しを完了するという極めて野心的なスケジュールにも影響を及ぼす可能性がある。

危険で複雑な作業

福島第一原発の3基の原子炉は、2011年3月の東日本大震災の後でメルトダウンして爆発を引き起こし、近隣の町や村の住民16万人を強制的に避難する要因となった。震災後2年半の間、事故を収容しようと足掻いてきた東電は、6つの原子炉からなる施設の完全な廃炉作業に移行しようとしている。
喫緊の課題は、地上18メートルに立地する不安定な原子炉4号基から燃料集合体を取り出すことにある。その高さゆえ、新たな地震に対して極めて脆弱だからだ。この作業は、何兆円もの費用と何十年もの年月がかかるとされる施設全体の廃炉作業のテストケースになると見られている。
米原子力規制委員会に在籍した外部専門家として東電に招聘されているレイク・バレット(Lake Barrett)氏(英文履歴は13日、施設を訪問し、燃料集合体の取り出しについてこう述べ、作業の開始を支持した。

"While removal of the fuel is usually a routine procedure in operating a power plant, the damage to the reactor building has made the job more complex," he said, adding he was "genuinely impressed by the thoroughness of the effort and Tepco's contingency planning."「核燃料を取り出す作業は原発を運営する上では通常行う作業だが、原子炉建屋への損傷がこれをより複雑なものにしている。東電の入念な準備と非常時の態勢には純粋に感心している。
東電は11月中旬にも燃料集合体の取り出し作業を開始すると発表しているが、具体的な日付については安全保障上の理由のため公表していない。

燃料集合体はまず、使用済燃料プール内の燃料ラックから取り出し、スチール製のキャスクに個別に収納する必要がある。またその間、各集合体は加熱しないよう常に水中に補完し続けなければならない。
