【和訳】「表現の自由」に関する国連特別報告者がブログで綴った日本への公式訪問「中止」の経緯

来月12月1日から日本で訪問調査を行う予定だった国連人権委員会の「表現の自由」に関する特別報告者(Special Rapporteur on the Promotion and Protection of the Rights to Freedom of Opinion and Expression)である デビット・ケイ(David Kaye)氏は17日、先週14日に日本政府により突如、訪問実施の「中止」を伝えられた事実を自身でFreedex(※)のブログに綴った。以下はその全文の翻訳(英日併記)。
Freedexとは: 国連特別報告者であるケイ氏が個人として所属大学であるカリフォルニア大学アーバイン校(UCI)法学部の『国際司法クリニック』とのコラボレーションで運営する「表現の自由」(Freedom of expression)問題に関する活動サイト。サイトの免責事項には「当サイトは国連人権高等弁務官事務所により管理運営されておらず、その内容は国連の公式な立場を表すものではありません」と記載されている。 

Cancellation of Official Visit to Japan

日本公式訪問の中止
During my presentation before the Third Committee of the General Assembly in October, I was able to announce that the Government of Japan had issued me an invitation to conduct an official visit from 1 to 8 December. A visit would be an important moment to evaluate certain aspects of freedom of expression in the country, such as the implementation of the 2013 Act on Specially Designated Secrets (about which the Human Rights Committee expressed concern last year), online rights, media freedom, and access to information. I have previously met with Japanese officials and members of civil society to learn more about these issues and looked forward to a productive visit.

10月に国連総会第三委員会でプレゼンを行った際、私は委員会に対し、日本政府から12月1日から8日にかけての公式訪問に対する招待を受け取ったことを報告していた。この訪問は、2013年制定の「特定秘密保護法」の実施(国連自由権規約委員会が昨年懸念を表明)、インターネット上の権利、報道の自由、知る権利など、日本における表現の自由に関する一定側面の評価を行う重要な機会となりえた。
We had been deep in the work of setting up meetings and preparing for the visit. Unfortunately, last Friday, the Permanent Mission of Japan in Geneva indicated that my visit would not take place as the Government would not be able to arrange meetings with relevant officials. The Government suggested postponing the visit until the fall of 2016. 
これらの問題について過去に日本政府や市民社会の関係者の方々と協議してきこともあり、私は今回も建設的な訪問になるであろうと期待し、会合の設定や訪問準備にも深くコミットしてきた。しかし残念なことに先週金曜日、駐ジュネーヴ日本政府代表部は、関係する政府関係者との会合を調整できないため、訪問は実施できないとして、2016年秋まで訪問を延期することを提案してきた。
I asked the Japanese authorities to reconsider their decision, but the Mission confirmed to me yesterday that the visit will not go forward and is now canceled.  Of course, I hope that the visit will be rescheduled. In the meantime, we will continue to engage with the Government – as we do with all governments – through regular communications, meetings in Geneva and New York, and other opportunities as they arise.

私は日本政府当局に対し、決定を再考するように要請した。しかし昨日16日、駐ジュネーヴ日本政府代表部は、公式訪問は実施されず、中止となったことを正式に私に伝えた。無論、私としては新たに訪問日程がスケジュールされることを希望するが、同時に、他の政府と同様、日本政府には、日常的なやりとりやジュネーヴ、ニューヨークでの会合やその他の機会を通じて引き続き働きかけていく。

今日、私の頭は、ある「人種差別的」だと言われる日本の漫画イラスト画像のことで一杯だった。最初は、ジョー・サッコ(Joe Sacco)のような"天才的な"アーティストが描くような差別的な描写なのだろうと思っていたが、その漫画イラスト画像は、明らかに元の写真では笑みを浮かべていない少女がベースになっていた。だがイラストの方では、ニヤつくような描写があった。これは何か独特なスタイルなのかと思っていた。

そのイラスト画像は、この記事の一番最後に載せてある。

後になって、イラストの日本語のテキストを翻訳した記事を読んで、嫌悪感で一杯になった。あまりに一杯で、自分のメッセージとともにイラストを自分で描き直さずにはいられなかった。

その結果がこれである。

このイラストは、6歳の女の子ジュディ(Judi)の写真を元にしている。漫画らしいスタイルを残そうとしたが、元の[写真]により同調的な仕上がりになっていればと思う。

このとても小さな女の子は、テントの街にいる。彼女がそこにいるのは、彼女の家族が、彼女を戦場から離そうとしたから。彼女自身がそう選んだからではない。彼女には、同情や憐れみ、そしてリスペクトが寄せられるべきであって、ハスミ氏が行ったような無粋な嘲笑の的とされるいわれはない。





グラスゴー(スコットランド)では、スコットランド議会のハムザ・ユサフ(Humza Yousaf)議員がよく、難民を歓迎すべきだと主張している。




私には、これは私たちの道義的な責務であり、文明国としての責任だと思える。それ以上に、EUでの国民投票が、前回の選挙の時のように、移民問題に落とし込まれないようにしなければならない。

オリジナルの宣伝(advert)では、こんなことが日本語で書かれていたらしい。




アーティストのハスミトシコは、Change.orgのキャンペーンを受けて、画像を削除した。だが、本当の侮辱は、イラストよりもその文の内容にある。文の内容を把握すると、イラストの存在意義は全く異なるものになる。女の子の表情がはっきりしすぎているし、にやつきすぎている。きわめて失礼な描写なのである。

「それでも私は、何があっても謝りません」
と、ハスミ氏は言う。

「日本とは違って、海外では自分の過ちを認めたら必ず法廷闘争で負けるからです。」
ハスミ氏はさらにこう主張する。

「このイラストは、全ての難民を否定するものではなく、本当に救われるべき難民に紛れてやってくる、より安全でより快適な生活を外国の地に求める偽装難民を揶揄したものです」と。

一方で撮影した写真家は、「シリアの人びとの窮状を貶める恥ずべき誤った表現だ」とし、「無垢な少女の子どもの肖像が、このような邪な偏見を表現するのに用いられたことに衝撃を受け、深い哀しみをおぼえる」と述べている。

日本はシリア難民は受け入れないが、シリアやイランの難民支援のため8.1億ドルを拠出することを約束した。昨年難民申請をした5000名のうち、認定されたのは11名だったという。

これはただの[支援の]始まりであって、私の日本の友人たちの多くは、この危機を打開するためにもっと為されるべきことがある筈だと感じていると思う。勿論、日本がもっとも影響を受けている国々を支援しようと考えることは間違ってはいない。


しかしハスミトシコには、疑問符のつく行動が見られる。とくに二次大戦中、日本に訪れた朝鮮人女性について、相当ネガティブなことを書いてきた。

救いは、日本でこのことに対する怒りが爆発したことだった!

コラム:「ドイツで10万人近くが核兵器配備に反対署名」と報じるロシア国営通信の狙いから学べること

Nearly 100,000 People Protest Against US Nuclear Weapons in Germany

ドイツ当局に対し更なる核兵器の国内配備中止を求め嘆願

ドイツのメルケル首相、ガウク大統領、ドイツ政府に対し、10万人近い人びとが新型核兵器をドイツ国内に配備しないよう求める嘆願書に署名した。嘆願行動は、B61-12新型核爆弾20基をドイツ国内のビューヘル(Büchel)空軍基地に配備する計画が進められている中で行われた。同計画は、NATO北大西洋条約機構のニュークリア・シェアリング計画の一環として実施されており、国内外で懸念の声が発せられている。

同計画に反対する活動家らは、社会的変革を求めるプラットフォームである Change.org, を通じて嘆願行動を起こし、ドイツ連邦政府に対し、NATOによる核兵器配備への協力を停止するよう呼びかけた。嘆願書では、核配備計画を進めることはNPT核不拡散条約の第1条と2条、そして「国家間の友好を阻害する意図を持って行われる行為、とくに侵略戦争の計画は違憲であり処罰に値する」と規定するドイツ憲法の第25条パラ1に違反すると主張している。

2010年3月、ドイツ連邦下院議員の多くは、「同盟国の米国に対し、米国製核兵器をドイツ国内から撤去すること」を連邦政府に求める決議に賛成した。しかし、Focus Onlineによると、核軍縮どころか、米国は更に、広島型原爆の80倍の破壊力を持つ20基の核兵器を追加でドイツ国内に配備しようとしている。

嘆願書にはこう書かれている。

「計画が攻撃兵器の強化を目的とするものである以上、我々は連邦政府、連邦議会、及び首相、連邦大統領に対し、ドイツの国土における核兵器配備の停止を求める」と。

「情報戦」の意図を見極める冷徹な目を持つために

ドイツで広島型原爆の80倍の核兵器(原子爆弾)が配備されようとしている。これに反対する10万人規模の署名が集まった。ここまでは事実だ。だが、このことを積極的に報じているのはロシアのスプートニク(旧国営放送「ロシアの声」)だ。ここは差し引く必要がある。

「ロシアの声」は「ロシア国営ラジオ局で、1929年から海外放送を開始。ロシア政府による予算で運営されており、国際社会に対して、ロシアの生活や世界情勢に対する見方などを紹介する」ために存在する。その国営放送が、「ロシアの声」改め、「スプートニク」へと改名を発表したのは今年3月のこと。リア・ノーヴォスチ通信と合併して、世界の情報通信網を強化して生まれたのが、スプートニクだ。つまり情報戦の一環だ。

だが、ここで平衡感覚を失ってはならない。敵対する国、敵と想定する仮想敵国同士が、このように情報戦を展開することは、国際社会では常識だ。かといって、その表層の事実(敵対関係にあること)で、発信される情報を全て「情報操作」と安易に受け取ってはならない。

ロシア国営通信である『スプートニク』がドイツでの核配備問題を積極的に取り上げ世界に発信するのは、何も「情報戦」の中で比較優位に立つためだけではない。 そこには偶発的核戦争を抑止する意図も含まれている。元よりロシアも、核軍拡競争の拡大を望んではない。

冷戦時代、旧ソ連が米国に敗北した原因は経済だった。産業競争力と工業生産力を併せ持つ超経済大国アメリカは、核軍拡競争を続けてもソ連に勝てるだけの余力を持っていた。ところがソ連側は違った。ソ連経済は膨大な国防費負担で疲弊し、国民の生活は困窮した。

熾烈な核軍拡競争の末、旧ソはアメリカの強大な経済力の前に崩壊した。ロシアはこれを苦い教訓としながら、今度は経済に力を入れ、その結果として今の経済大国ロシアがある。核軍拡競争に敗れたロシアにとって、再びその呼び水となる米国の行動は無用な挑発でしかない。

ただでさえ、今は中国の経済不安の煽りで世界経済が不安定な時。こんな時にアメリカの核軍拡競争への呼び水を受け入れたら、そのままとめどのない競争に引き込まれる。しかしロシアは冷戦で重大な教訓を得た。いかに経済力があっても国防産業のみで国は成り立たないと。

こうした総合的なコンテクストで考えると、国営通信『スプートニク』がアメリカの新型核爆弾のドイツ追加配備を積極的に報じるのは、単にその計画自体を思い留まらせる国際世論を作り出すためではなく、その計画の背後にある思惑をも打ち砕くための先手なのだろう。

この『スプートニク』の記事のように、こうした国家の思惑を反映した「情報戦」というのが国際社会では日常茶飯事ではあるが、それが必ずしも好戦的な目的をもってのみ行われるものではない。平和裏に国民の平和と財産を守るための「情報戦」も存在するのだ。

しかし残念ながら、日本にはこうした高度に平和的な情報戦を展開できる能力はない。それは仮想敵国中国も同じことだ。米ソ冷戦がなぜ冷戦のままで終わることができたか。それは各国が長き冷戦を通じて、よくもわるくも成熟したからだ。が、日中関係は成熟していない。

安倍政権下、保守たる本分を忘れた、国際社会に「極右」と警戒される国粋主義的な自公政権下で、日中が現在の米ロのような情報戦を展開できると考えるのは希望的観測だ。その分、私たち国民は日中間で展開される情報戦を冷静に見極める目を養わなければならない。

Collective Defense is a hot topic these days.  Prime Minister Abe is going hot on sending the Japanese military overseas.

昨今、集団的自衛権(安保法案)が話題です。安倍首相は、日本の軍隊(自衛隊)を海外派遣する為に一生懸命頑張っています。

Well, I agree with him on certain points, but other points we should be careful about.

私は一定の点までは彼に同意なのですが、他の点で注意すべきことがあります。

In my opinion, the best thing Japan could get out of this would be combat experience.  There is nothing better than combat experience in teaching a military how to fight a war.

私の意見としては、この集団的自衛権の行使容認で日本が得られる一番の国益は戦場経験です。戦争での戦い方を覚えるのに、戦場経験ほどベストな方法はありません。

No matter how much you train in peace time, things are different in wartime.  There are some voices, I have read this in the English language newspaper, The Japan Times, that Japanese cannot be good soldiers.

平時にいくら一生懸命訓練しても、戦時はやはり違います。The Japan Timesなどの英字新聞によると、「日本の自衛隊はいい兵隊にはらない」という声があるそうです。

They say that other countries military wouldn’t like Japanese troops in the area, because they are amateurs.

「自衛隊は素人だから、他の国の軍隊は日本と同じ領域で活動したくない筈だ」というのです。

This is just masochistic thinking.  Post WWII, America imposed it’s propaganda on Japan that Japan was somehow evil for going to war.

これは、自虐的な考え方です。

大東亜戦争後、アメリカは「日本が悪の国で戦争を始めた」と、自分達のプロパガンダを日本に押し付けました。

Too many Japanese people believe this.  The facts are, America provoked that war with Japan to save China.  They mistakenly thought China would be America’s servant.

こうしたプロパガンダを信じている日本人が多すぎます。事実は、アメリカが日本から中国を救う為に日本を戦争の道に引きずり込んだのです。アメリカは、中国がアメリカに従属すると思い込んでいました。完璧に、アメリカの間違いです。

The facts are, The war in the Pacific was an American mistake.

事実はどうかというと、太平洋戦争はアメリカの過ちだったということです。

In any case, I do not doubt that in the Japanese military, there are people who regard themselves as civil servants, rather than as military personnel.

いずれにせよ、私は日本の軍隊、現在の自衛隊の人びとの中には、自らを軍人よりも公務員であると考えている人が必ず居ると思っています。

In wartime, these people will either change to tough military people, or fail at their jobs, and be put aside.  And yes, their failure at their jobs may cost the lives of other Japanese personnel.

戦時に、彼らは強力な兵隊へと変貌するか、任務に失敗して、使い捨てにされるでしょう。勿論、彼らが失敗するということは、他の日本側の人間の命が失われることを意味します。

But this is the same in any country’s military.  Think of the Dutch military.  They have 47,000 personnel.  But how many of them really seriously think about fighting a war?  If they ever did come into combat, they would suffer.

でもこれは、どこの国の軍隊でも同じことです。オランダの軍隊を例にとってみましょう。

オランダ軍兵士は約47,000人います。しかしそのうち何人が真剣に、戦争で戦うことを考えているか。戦場では、苦しむことでしょう。

In WWII, America had the same problem.  The pre war military was very small, too many new American troops thought like civilians.  This was the reason for Allied landings in North Africa in WWII, to new American soldiers experience.  And yes, mistakes were made, but people learn from mistakes.

第二次世界大戦で、アメリカも同じ問題に直面しました。戦前の軍隊はとても規模が小さく、兵士の数は少なく、新兵の多くが普通の市民のように振る舞いました。そのため、北アフリカの上陸作戦では、これら新兵が投入されたのです。学習の為だったのです。そして過ちが起きました。が、しかし、人間は過ちから学習します。

So I do think that the Japanese armed forces would be able to handle themselves in a Combat Situation.

But the thing we must be careful about is geography.  We should not let America send large contingents of Japanese troops to say, Iraq.  Why?  Well, for one reason, the Iraq war is hopeless, Japanese troops cannot make a difference.

しかし、世界のどこに自衛隊を展開するかについては注意が必要です。アメリカの要望で、たとえばイラクに自衛隊を展開することは避けましょう。なぜか?それは、イラク戦争には望みがないからです。自衛隊が行っても、何も戦況を変えることはできません。

And it is too far from Japan.  I think we should not send troops west of the Malacca straits.

I can see Japanese military help for Vietnam or the Philippines in the South China sea.  However we should be careful not to try to retake islands in the South China sea.  But occupying certain areas not yet taken by China could send a message.

日本の自衛隊が南シナ海で、ベトナムやフィリピンを軍事的に支援することは想像の範疇にあります。しかし、南シナ海で中国から領土を奪うことは避けたほうがよいでしょう。その他の、まだ中国が上陸してない島を占拠すれば、中国側への有効なメッセージになるかもしれませんが。

Japan has successfully defended the Senkaku islands from Chinese provocations without American help.  America refused to commit itself on whether the islands were Japanese territory until China had given up.

日本は、まったくアメリカの手を借りずに、尖閣諸島を守り抜きました。中国が尖閣を諦めるまで、アメリカは尖閣諸島を守ろうとしませんでした。

But the straits of Hormuz are too far.  And Iran is not Japan’s enemy.

America is making a serious mistake by continuing to treat Iran as an enemy.

アメリカがイランを敵扱いにしていることが、大きな誤りなのです。

Japan cannot support an expeditionary force at such a great distance by our resources alone.  We must depend upon America, and America is no longer a reliable country.

日本の現有能力では、遠征部隊を派遣することはできません。そのためには、アメリカを頼る必要があります。しかし、アメリカはもはや頼れる国ではないのです。

This is what I mean:  America is facing three great disasters.  An unprecedented ecological disaster as the United States west of the Mississippi river turns to deep desert.  Most of the people who live there now will have to evacuate or they will die in place.

私が言いたいのは、こういうことです。

アメリカはこれから三つの大災害に見舞われます。大規模自然災害です。

The end of shale oil, and the end of the US transport system.  93% of the US transport system depends on oil.  Shall oil was a fantasy from the beginning.

The present economic crisis in Greece is a bad sign.  But such an event was only a matter of time.  I think that more and more countries will now default, and the world wide economic system collapse.

現在のギリシャの経済危機は悪い兆しを示しています。しかし、こうした危機が起きるのは時間の問題でした。徐々に他の国もデフォルトに陥って、世界経済が崩壊します。

And this includes the US economy, they never repaired the damage done by the Lehman shock.

And what of Japanese military personnel who die in overseas conflicts?  Believe me, it will happen.  Will they be enshrined in Yasukuni?  Can they government guarantee that they will resist American pressure on this issue?

すると、海外で死亡する自衛隊員はどうなるでしょう?死者は確実に出ますよ。彼らの御霊も靖国神社に合祀されるのでしょうか。日本政府はこのことで、アメリカに抵抗すると保証できるのでしょうか?

The law for collective defense with America has not yet passed.  Yet I saw this article in the American military newspaper Stars & Stripes.

集団的自衛権の行使を可能にする法律(安保法案)はまだ成立していません。でも、アメリカの軍事新聞である『星条旗新聞』(Stars & Stripes)にはこんな記事が掲載されていました。

The fact that America has already budgeted Japan’s role means that America is thinking Japan will play a major role in the future.

アメリカが日本の将来の軍事的役割をすでに予算に組み込んでいるということは、日本がこれからアメリカの戦争で大きな役割を担うと、アメリカが睨んでいることを意味します。

This would be a combat role, and at a guess, would involve more than 10,000 ground troops, and Naval and Air units.

それは、前線で戦うということ。推測ですが、陸上部隊1万人以上、さらに海上・航空部隊も含まれるでしょう。

Certainly, America is not thinking that Japan will be a minor actor in a behind the lines role.

Japan will need a draft to maintain such a force in the Middle East.

Concerning Japanese military participation in American wars, Americans use these phrases, “Japan gets a Free ride”, this means America protects Japan, but Japan does nothing in return.

アメリカの戦争における日本の軍事的貢献を、アメリカ人はよくこのようなフレーズで表現します。

“Japan gets a Free ride”
「日本はいつもただ乗りしている」と。

つまり、アメリカは日本を守るのに、日本はそのお返しに何もしないと。

Americans do not know that Japan pays much for the upkeep of US bases in Japan.  And they will not care.  They will look on this as weakness.  They call this “Checkbook Diplomacy”  which means that Japan pays money instead of fighting.

日本が在日米軍基地の維持管理の為(思いやり予算)に、どれだけの金を払っているか、アメリカ人は知りません。気にもしていません。アメリカ人はこれを日本の弱みだと捉えます。金を払うしか能がないと。これを、“Checkbook Diplomacy”(小切手外交)  といいます。つまり、日本は自らは戦わずに、金を出すだけということです。

To Americans, this is bad, it means Japan is not a trustworthy ally.  What they want to see is “Boots on the ground”.  This means Japanese combat troops fighting in the same battles as Americans, and dying like Americans.

アメリカ人にとって、これは悪い意味しか持ちません。同盟国として信頼出来ないということだからです。

アメリカ人が見たいのは、“Boots on the ground” (ブーツ・オン・ザ・グラウンド) 。つまり、自衛隊員がアメリカ兵と同じ戦場で共に戦い、アメリカ兵と共に死ぬ事です。

In a previous blog post, I said it is not in Japan’s interest to send troops to fight west of the straits of Malacca.

America’s entire Middle Eastern policy, and most American wars, are mistakes.  Failures.  Japan will be pulled into these mistakes.  Terrorism inside Japan will become a definite possibility.  Japan will become a country hated around the world, just like America is now.

And in Japan we will have to learn a new English phrase.  This is “bodybag”.  It is what Americans use to ship the bodies of dead troops home.

Background: According to various sources in the Japanese news media, in late April through early May (presumably)of this year, on the occasion of the Review Conference on the Nuclear Non-proliferation Treaty (NPT) held at the UN Headquarters in New York, a group of Hibakushas from Japan (those victims who were directly exposed to and suffered the effects of a nuclear bomb blast or radiation; a.k.a. "the A-bomb sufferer") visited the UN both as guests in the Conference and as part of their advocacy campaign to abolish nuclear weapons.

During their stay in New York, one of the participants to the Conference and the sole victims organization in Japan, Hidankyo (Japan Confederation of A-Bomb and H-Bomb Sufferers Organization) organized a lecture program in New York's elementary schools to have actual Hibakushas talk about their actual experience with the A-Bomb. One of them was Sumiteru Taniguchi, a 86-year-old survivor from Nagasaki who visited possibly to make his final statement to the world. During his lecture session in the local schools, Mr. Taniguchi reportedly met a local American boy who was deeply affected by his tragic experience, who became so intrigued by the subject that he visited Mr. Taniguchi in his hotel room for a private interview.




After the interview and his experience in reporting the results of that interview to his classmates, the boy reportedly wrote a hand-written letter addressed to Prime Minister Abe, and handed it to the members of Hidankyo praying it will reach Mr. Abe.

The original hand-written letter is yet to be discovered, but an electronic typed-out version of the letter appeared in one of the anti-nuclear advocacy group's website (the Gensuikyo website). The letter, presumably translated from English to Japanese, is only available in Japanese.

So I decided to reverse-translate the (presumably) originally English-written letter into English.

Below is a draft translation of that letter, originally written by Louis Lorenz (spelling could be incorrect), an amazing nine-year-old American-Japanese boy from New York who pleaded to PM. Abe not to end the proud and precious legacy of Japan's unique pacifism.

I do not know the level of vocabulary of an ordinary fourth-grader in today's America, but I will do my best to imagine and depict how a nine-year-old would plead for and preach peace to another nation's leader.

Dear Mr. Prime Minister Abe,

My name is Louis Lorenz.

I am nine years old.

I live in Manhattan, New York and I attend a supplementary school during Saturdays to learn Japanese.

When I was seven, I visited the Holocaust Memorial in Washington D.C. and learned about the sad history of the Jewish people during the Second World War.

I wanted to know why such a horrible thing could happen and I began studying about it.

Then I learned about the atom bomb dropped on Hiroshima and Nagasaki. I wanted to learn more about the atom bomb so I asked my mother to buy me a book on the atom bomb. But all it was written in the book was about the kinds of bombs that were dropped on Hiroshima and Nagasaki and how they ended the war.

I wanted to know more.

So I asked my mom to take me to Hiroshima when I was eight years old. And I went to the Hiroshima Peace Memorial Museum. I was so afraid but I wouldn't know the truth if I don't have a good look at it. So I gathered my courage and had a good look.

There were many horrible pictures. I couldn't believe such thing could happen just 69 years ago. And I learned about a nuclear bomb that has 250 times the power of the atom bomb and that there are many of these nuclear bombs all around the world.

When I came home to New York, I asked my classmates if they knew about the horrible things that happened there.

Nobody knew about it.

Half of my classmates are American and half are from Europe. So if they don't know, then may be most of the kids around the world don't know about the nuclear bomb.

That made me really sad.

I am not a very good talker, so I thought about how I can tell about the stories of Hiroshima and Nagasaki.

As a result, I came up with the idea to write a book explaining about the nuclear bomb that is easy for kids to understand; a book that tells the story about a "world without wars" or "world without nuclear weapons" and a" peaceful world where all countries can be friends" that I always dream about.

And with the money I made from selling my books, I thought about buying books on Hiroshima and Nagasaki and donate them to grade schools all around the world.

I met a Hibakusha who was visiting New York and a physician who has been treating the Hibakusha's mental well-being, because I bumped in to things I don't understand when I was studying, and I wanted to find out if these things that I'm studying really happened.

I asked him how hot it was.

He said metals melted in just three seconds.

He said human skin and flesh also melted in just three seconds.

When you broil a fish, it takes about 3 minutes for the fish to turn dark. Three minutes is 180 seconds. So you can see how hot the atom bomb was. And when you broil a fish, the flesh doesn't melt off.

I also asked him how much pain he was in.

He said it was beyond the limit of pain he could stand.

Taniguchi-san, a Hibakusha, hasn't been able to sleep well for seventy years even after his wounds healed.

Taniguchi-san said that he's seen hundreds of flies laying eggs in his wounds and maggots growing out of them immediately and crawling into his own body. He said he felt the pain of his rotten flesh being eaten by them.

I asked him why he didn't move so that flies will fly away.

He answered, " I couldn't move an inch with so much pain and I wasn't in a state to even think about moving."

If a maggot was eating off my body, it would be so disgusting and I would be so afraid. So I couldn't imagine what kind of state he was in when you can't even think about that.

He showed me his back, all bumpy with burns, and his chest, all rotten to his bones and deformed, and his heart, stuck between the rotten bones, but still beating.

When I saw them, I was so frightened that I couldn't come near him for a while.

Why does Taniguchi-san have to go through such a horrible life? He did nothing wrong?

It made me really, really sad.

The physician who has been treating the mental being of Hibakusha patient said, "The Hibakusha can only talk about one-tenths of what actually happened. Their experience was too horrible that they can't tell everything."

It frightened me that this was only one-tenths of the truth and made me think. How horrible would it be if they told hundred percent of their story?

The day after I visited the UN (April 28), I presented in my class about what I learned from my interview with the Hibakusha at the UN.

My first question was,

"How many people know about the atomic bombing of Hiroshima and Nagasaki?"

But there was no one in the class who knew about it.

It made me so sad that I had to hold my tears in my eyes while my voice trembled.

On May 7, I had one another chance to present to the class.

I was going to tell the truth about the atom bomb to everyone. But the Principle stopped me in the middle of my presentation.

But at the end of my presentation, I still managed to tell them that I hoped for peaceful world without wars. I could only talk about like 5 percent of what I really wanted to tell. I really wanted to finish the presentation.

I heard that Mr. Prime Minister Abe is trying to change the laws so that Japan's Self-Defense Force can participate in wars. I said, "That's a lie! It can't be true!" Then my mother showed my one of Japans TV news programs.

It wasn't a lie. I couldn't believe my eyes.

Seventy years ago, the people of Hiroshima and Nagasaki was killed like bugs. I can't even kill a bug. But they died for OUR peaceful of future. They died proving how dreadful a war can be.

If Japan's Self-Defense Forces are to participate in wars, why did so many people die and suffer in that war in the first place? What for? Why are you repeating the same thing?

Japan should be a leader telling the world that, as the only country that has been attacked by a nuclear bomb, say "no to all wars".

If Japan is to participate wars, the whole world will think that they can also participate because Japan is also joining! That's the same as saying, "Going to war is not a bad thing but a good thing. So killing people is a good thing!"

If Japan is to participate in wars, countries all over the world will start going to wars and the Earth will become a planet of wars!

And then, the Earth will perish.

For world peace, Japan should never participate in any wars. Wars kill people. It destroys everything. It doesn't solve anything. Instead it creates bigger problems.

Children around the world don't even know about the horrors of the atomic bomb or wars. The only people who really knows how frightful they are, are the Japanese people.

To make the world a peaceful place, only Japanese people can tell the world how truly terrifying a war is. Japan must always remain a role model to the rest of the world.

Prime Minister Abe, I believe you are the most powerful person who can become a world leader advocating for "a world without wars and a peaceful world where nations can all be friends."

I don't want the deaths of so many innocent civilians and soldiers who died in the war to be wasted, so I want to tell  people in America the horrors of war and tell them that war is absolutely wrong so that such a thing will never happen again.

However, my powers are very small.

Prime Minister Abe, please make my wishes come true.

残念ながら、やはりアメリカは日本政府の辺野古強行を今後黙認するという私の見方は正しかったようだ。オバマ政権、連邦議会がそのお墨付きを与えた格好となり、日米は政府・軍・議会とも完全に結束した。

対議会工作として、共和党の賛成派228人を崩す戦略も考えられるが、これは至難の業だし長丁場になる。

「米国は安倍政権の強権的な対応を懸念している」「辺野古移設は本当は望んでいない」という希望的観測は捨て、現実的にどう、この結束した日米の圧倒的な政治勢力に対峙するかを考えなければならない。

再び、沖縄県民の血が流れるだろう。生半可なヒューマニズムでは対峙できない。人権蹂躙も黙認される。本土国民は見て見ぬふりをする。

辺野古基地移設の県民反対集会には3.5万人の人びとが集まったという。少ない。少なすぎる。韓国では女子轢き逃げ事件の時に50万人が集った。『沖縄の意思』とは、そんなものなのか。日米の政府と議会が結束し、圧倒的な民意を盾に正当性を主張しようというのに当事者の沖縄県民が数万人規模しか反対しないのならば、日米両勢力に踏み潰されてしまう。

沖縄の人びとよ。本当にそれでいいのか。本土の国民よ、本当にそれでいいのか。愛国者として日本の米隷従を憂う右翼よ、それでいいのか。平和立国としての存続を希求する左翼よ、それでいいのか。対中戦略や国際貢献、『普通の国』になる、ただそれだけのために沖縄の人びとを犠牲にすることを厭わないネトウヨよ、それでいいのか。日本人よ、それでいいのか。


以下は、2015年5月15日可決された2016年度米国防権限法(HR1735)における日本に関する記述の全抜粋である(※抜粋は後で記述)。日本に関しては、まず『議会の認識』という法案本文とは関係のない部分で言及され、日米同盟、在沖米軍再編に言及し、議会の提出要求としてアジア太平洋における米軍再編に対する日本政府の貢献に関する年次報告書の提出を定めている。

■1252項 沖縄における米軍施設統合に関する議会の認識

Sec.1252. Sense of Congress regarding consolidation of United States military facilities in Okinawa, Japan

(a)
Findings
Congress finds the following:
(1)
The defense alliance between the United States and Japan remains important and strong.
(2)
Progress continues to be made in the United States and Japan to fulfill the April 27, 2012, agreement of the United States-Japan Security Consultative Committee that modified the United States-Japan Roadmap for Realignment Implementation, originally codified on May 1, 2006, including the Governor of Okinawa signing the landfill permit for Henoko construction on December 27, 2013, and the elimination of restrictions on Government of Japan contributions for the realignment of Marine Corps forces in the Asia-Pacific region by section 2821 of the Military Construction Authorization Act for Fiscal Year 2015 (division B of Public Law 113–291).
(3)
The Government of Japan has made significant and unprecedented direct financial contributions of more than $3,000,000,000 to the Support for United States Relocation to Guam Account pursuant to section 2350k of title 10, United States Code, for the relocation of Marine Corps forces from Okinawa to Guam and the relocation of certain training from Okinawa to the Marianas region, of which nearly $1,000,000,000 has already been received from the Government of Japan, and a significant amount of these funds has already been obligated and expended to support the relocation of Marine Corps forces on Guam.
(4)
It is important to return formerly used United States military property in Okinawa to the local government.
(5)
Consolidation of United States facilities and the return of formerly used United States military property in Okinawa will be implemented as soon as possible, while ensuring operational capability, including training capability, throughout the consolidation process.
(6)
Under the April 27, 2012, agreement referred to in paragraph (2), the United States is authorized to establish Marine Air-Ground Task Forces at additional locations in the Asia-Pacific region, including Guam, Hawaii, and Australia, which will enhance their readiness posture through flexibility and speed to respond to regional threats and maintain regional peace, stability, and security.
(7)
Even though realignment of Marine Corps forces from Okinawa to Guam is de-linked from progress on the construction of the Futenma Replacement Facility in Henoko, there must be continued progress on Guam and Okinawa to meet the agreement.


(b)
Sense of Congress
It is the sense of Congress that the Henoko location for the Futenma Replacement Facility—
(1)
has been studied and analyzed for several decades, reaffirmed by both the United States and Japan on several occasions, including the 2010 Futenma Replacement Facility Bilateral Experts study and the independent assessment required by section 346 of the National Defense Authorization Act for Fiscal Year 2012 (Public Law 112–81; 125 Stat. 1373); and
(2)
remains the only option for the Futenma Replacement Facility.

Sec.1254. Sense of Congress on the United States alliance with Japan
It is the sense of Congress that—

(1)
the United States highly values its alliance with the Government of Japan as a cornerstone of peace and security in the region, based on shared values of democracy, the rule of law, free and open markets, and respect for human rights in order to promote peace, security, stability, and economic prosperity in the Asia-Pacific region;
(2)
the United States welcomes Japan’s decision to contribute more proactively to regional and global peace and security;
(3)
the United States supports recent changes in Japanese defense policy, including the adoption of collective self-defense and the new bilateral Guidelines for U.S.-Japan Defense Cooperation which were approved on April 27, 2015, and will promote a more balanced and effective alliance to meet the emerging security challenges of this century;
(4)
the United States and Japan should continue to improve joint interoperability and collaborate on developing future capabilities with which to maintain regional stability in an increasingly uncertain security environment;
(5)
the United States and Japan should continue efforts to strengthen regional multilateral institutions that promote economic and security cooperation based on internationally accepted rules and norms;
(6)
the United States acknowledges that the Senkaku Islands are under the administration of Japan and opposes any unilateral actions that would seek to undermine such administration and remains committed under the Treaty of Mutual Cooperation and Security to respond to any armed attack in the territories under the administration of Japan; and
(7)
the United States reaffirms its commitment to the Government of Japan under Article V of the Treaty of Mutual Cooperation and Security that [e]ach Party recognizes that an armed attack against either Party in the territories under the administration of Japan would be dangerous to its own peace and safety and declares that it would act to meet the common danger in accordance with its constitutional provisions and processes.

■2822項 アジア太平洋地域海兵隊再編における日本政府の貢献に関する年次報告書

Sec.2822. Annual report on Government of Japan contributions toward realignment of Marine Corps forces in Asia-Pacific region

(a)
Report required
Not later than the date of the submission of the budget of the President for each of fiscal years 2017 through 2026 under section 1105 of title 31, United States Code, the Secretary of Defense shall submit to the congressional defense committees a report that specifies each of the following:
(1)
The total amount contributed by the Government of Japan during the most recently concluded Japanese fiscal year under section 2350k of title 10, United States Code, for deposit in the Support for United States Relocation to Guam Account.
(2)
The anticipated contributions to be made by the Government of Japan under such section during the current and next Japanese fiscal years.
(3)
The projects carried out on Guam or the Commonwealth of the Northern Mariana Islands during the previous fiscal year using amounts in the Support for United States Relocation to Guam Account.
(4)
The anticipated projects that will be carried out on Guam or the Commonwealth of the Northern Mariana Islands during the fiscal year covered by the budget submission using amounts in such Account.


(b)
Repeal of Superseded reporting requirement
Subsection (e) of section 2824 of the Military Construction Authorization Act for Fiscal Year 2009 (division B of Public Law 110–41710 U.S.C. 2687 note) is repealed.

HR1735が議会に初めて上程されたのは4月13日で、その後2度の改訂プロセスを辿っている。確認したかぎりでは、今回の日本に関する『議会の認識』や報告要求は、5月12日付の第二次改訂により追加されている。この追加は下院軍事委員会報告書の内容を盛り込む形でなされた。つまり報告書により法案の内容が補完された。これにより法案はHR1735RHと名前を変えて最後に議決にかけられた。

米国防権限法HR1735RHその内容は国内で報じられている内容よりもずっと包括的かつ網羅的だ。『議会の認識』として採択された各項では、「辺野古が唯一の選択肢である」合理的背景とともに、日米同盟の深化において新ガイドラン、集団的自衛権や積極的平和主義が歓迎されること、そして尖閣諸島有事に対する日米安保第五条適用の再確認がなされている。

米国防権限法HR1735RHは最後に、国防長官に対する要請としてアジア太平洋における米軍再編、とりわけグアム移転とグアム基地建設に係る日本政府の貢献に関する年次報告書の提出を求め、これまで要求していた国防総省のマスタープランの提示要求を取り下げ、計画の推移状況とこれまでの支出の確認のみを求めた。つまり、グアム移転・建設計画の推進が了承された

結果として、今回の米国防権限法により、日米双方において在沖米軍再編計画を推進する障害は全て取り除かれた。米国議会は政府と歩調を揃え、辺野古移設の推進を歓迎するとともに認めた。このことを米軍部も歓迎しており、米軍の機関紙的存在である星条旗新聞や民間のMIL.COM、海軍タイムスUSNIも歓迎する記事を展開し、その成立を望むとしている。

当然ながら、日本の軍部。防衛省も自衛隊もこれを歓迎しており、外務省も日米同盟の強化は省益になるので歓迎している。つまり、オールジャパン&オールUSで日本の『歴史的転換』は歓迎・推進される。この動きに敵対するものは、日米両国の政・官・民・軍全てを敵に回すことになる。安倍首相の70周年記念訪米行事は、日本の左派勢力に対する歴史的大勝利に終わったのである。
